Red sometimes shiney spot on penis

About 4 weeks ago I noticed a red spot on the left bottom side of the head (about half the size of a dime). I figured it was just a rash and would go away.. at first the skin would sometimes flake(light flakey skin). it would get shiney sometimes and other days it would look as if it was clearing up. I have 2 pictures im posting. any help would be appreciated..

Good picture!
It's some irritation. Maybe fungal. Get some antifungal (like for jock itch) creme and try that.

it still has not gone away been over a month and my skin is peeling again today? very odd
