Hi I recently noticed some bumps, they are very small like the size of a period (.) and white in color, growing on the frenulum also the inside of the skin has it too. Is it possible to have hpv without ever having sex cause I am still a virgin.

Welcome to A2A, shioi!
They sound like Fordyce spots, which are a variant sebaceous gland and quite normal.
HPV gives much bigger growths.

No, it's not a disease and you don't have to worry about it. In fact it's quite common in adult males.
