Welcome to A2A, bubblesbubbles. It's largely a matter of flexibility, and only a small minority of guys have enough flexibility to do it. You could try gymnastic exercises to improve flexibility, but I think it would be a long haul.
Some guys find they get closest by lying down with their legs up a wall and then bringing them forward.
