Ive noticed while masturbating , often my left testicle (usually hanging) lifts up and comes to the side of base of penis whilst other one doesn't do so.

Why does this happen anyone know ? Is that normal ?

It's normal under any sort of stress, including sexual excitement, for them to lift up (some people find they are always up close when they are hard, and others don't). I haven't heard of only one coming up, but I don't imagine there is any problem.

He's right!
It's quite normal for one or both of your testicles to ascend up to the base of your penis and relax and hang lower. Some guys have tight scrotums while others have low hangers. Having just one ascend a little higher than the other one has happens to me before. It's quite normal.
