Well I went to change about an hour ago and I noticed on one side of my penis it was all white and flaky, as if it had dandruff and the skin was all dry. I googled "flakes on penis" and I heard it could be a yeast infection. Isnt that unlike though, because I am only 13 and obviously never had sex? I do wash my penis with soap when I shower so I dont know if thats it, but I've done that for awhile... Does anyone know if this is just random? Like if the skin is just peeling like any other skin would?Because if it was something "worse" would it be ALL over my penis or just that one patch. I honestly dont want to make a point with my docter because one of my parents would have to find out and thats just awkward... Is there anything I should do to try and fix it?

White and flaky skin is indeed often a sign of a yeast infection (which is the same as a fungus infection). You don't have to get it from sex - the yeast spores can float in the air, and they especially like places that are dark and not well aired, like genitalia. It's no shame, and most people get yeast infections from time to time - they are the most common of skin infections. (Dandruff, incidentally, is also a fungus infection.)
You don't need to go to the doctor. You can get anti-fungal cream from any pharmacy without prescription - anything that says it is for tinea or athlete's foot or ringworm or thrush will do. You might find there is already something in the medicine cupboard. Rub it well in twice a day. It should be noticeably cleared up in a few days - if it isn't, then it may need a doctor's appointment. Keep using the cream for at least a week (preferably two) after it has totally cleared up, or it may come back.

Like I'm in a ton of pain from the waist down.
And I just checked again and now my whole penis is wrinkly/dry.
And the white flakes are all around the bottom

It can make the skin itch, or peel and become raw and painful, but only at the infected skin. 'A ton of pain from the waist down' sounds much worse than that. Are you feeling the pain at the skin surface, or deeper inside?

Is it possible this could be jock itch?
Not sure if this is also a yeast infection, but I remember having jock itch and it being extremely painful, but I can't remember if that was the medication used or jock itch its self.

Could it be that you've been jacking off too much with soap and your skin is just really dry and cracked and flaking off? That happened to my son when he was 13
