Hey,
The scrotum or ball sack will stretch or contract based on a number of reasons, but mainly temperature. Im guessing your bf's balls seemed larger since his scrotum was stretched.
When my scrotum is contracted, it appears as if my balls are smaller.
And no they do not fill up with semen. The epididimis is where the semen is stored.
