white marks on penis head

I have had this problem for a while now and it seems to be slowly getting worse. On the head of my penis there are four white spots and on the other side there is what looks like a white vain running from the frenulum to down beside the urethral opening.
I have looked around this site and the internet and found very little that resembles is.
I am planning on going to a clinic to get this checked out, also I have never had sex so I take its not a STI.
Attached pic is the best I could get of the four spots
