My penis when soft is 2.5 inches long, 3.25 inches around.
When I get my penis erect it is 6.5 inches long, 4.25 inches around. I am 24, 5'10", brown/hazel, 185 lbs.
I am uncut and did not count my foreskin in these measurements. When my penis is soft I have a 1.5 inches of foreskin overhang and when erect my foreskin still covers the glans with 1/2 inch overhang - it usually is open when erect and you can see the pee slit.

Remember that at your age guys can vary from just starting puberty like yourself to guys who are close to finishing. If you are just starting you may grow quite a lot more.
