Length is always measured along the top, but some people press the ruler into their pubic area as far as possible (bonepressed) and others just measure from the pubic skin (non-bonepressed). You then measure to the tip.

The average is indeed around 5 1/2". Some guys may not be measuring correctly. Some may feel too embarrassed to put down their real size. But some are genuinely that big, though in real life most guys are a lot less.

Girth usually (not always) keeps growing for a while (perhaps a year) after length stops growing, which can be at all sorts of ages from 12 to early twenties.
Penis size seems to be mainly hereditary, but there are probably many genes involved. You are likely, but not certain, to be similar to your close male relatives.
