Every few months I get this swelling in the exact same place on the right side of my sac. I can usually tell it's going to happen even before you can tell that there's any swelling, because the area starts feeling sore and tender. It never really gets to visible head on the surface. And after a while I can squeeze it and what comes out is mostly blood. At first the blood feels like old blood that got there and stayed too.

Lately I noticed that the center of the swelling is located at a hair. But still I'm not sure if it is an ingrown hair. I guess it goes away in about a week and then everything feels fine. Couldn't be an STD. Doesn't seem like an STD either. So what is this annoying thing?

Sounds exactly like an ingrown hair. Nope, doesn't sound like an STD at all. I'd say when the swelling isn't there try to remove that pubic hair and see if that prevents this from happening again.
